If you turned it off and imported an empty stash, all is not lost (maybe!). It sounds like you disabled them, but it's the most likely reason something is wrong. Disable cloud saves in steam, then inside the game. I think it's something internal to grim dawn, but it doesn't really matter. You can go for a year with them working (I did), but eventually steam gets confused about whether the modified stash or original one is correct and screws it up.
